On August 20, the Regional Center for Democracy and Security held a discussion on the interim results of housing programs for persons forcibly displaced from Nagorno-Karabakh. The speakers were Gayane Gharagyozyan, an adviser coordinating specific functions within the structural subdivisions of the Ministry of Labor and Social Affairs, and lawyer Anush Shahramanyan. The discussion was moderated by RCDS expert Hayk Khanumyan.
Gayane Gharagyozyan presented figures on the number of people who had obtained and used housing certificates under the Armenian government’s 2022 and 2024 housing programs. To date, the two programs have provided housing solutions for approximately 8,000 Nagorno-Karabakh families, or more than 33,000 individuals.
Anush Shahramanyan spoke about common problems faced by beneficiaries, some of which are resolved through legal proceedings. These issues, along with certain difficulties in obtaining Armenian citizenship—including the need for beneficiaries to restore various documents, the heavy workload of passport offices, and procedures taking longer than promised—have created additional obstacles to accessing the housing programs.
